Semantic mismatch between network level QoS R&D, and processor-level
QoS R&D

Prior effort to combine the two fall short - need to identify what
they do and what their shortcomings are

Current Work done

MDE level work -- addresses predominantly the accidental complexities
generative work -- deployment plan enhancements
planner -- talks to BB to receive netQoS settings
D&C policy framework -- actuate the settings

NSDI focus
----------

Focus more on the semantic mismatch and describe the policy framework
design with all the different models (7 interaction patterns)
explaining why these situations arise and how they are used. We need
to figure out if these situations arise in our ARMS usecases. The
paper should focus largely on this implementation and lots of
experimentation. 

ICDCS focus
------------

Provide a more end to end view and explain the desired systems work
that is needed to be done end to end. Here we focus on all the stages
of the development.
